Unfortunately a lot of venues (including those with Public Entertainment, Theatre and Cinema licences) have issues. Some of these have design issues which should be noticed by management or the licensing authority but the majority of the flaws are due to the operation of the venue.

Locked fire exit routes increased the death toll in both the 1929 Glen Cinema and 1973 Summerland disasters yet a number of still fail to conduct adequate walkarounds checking the escape routes are clear and exit doors functional. If they cannot get the basics right what chance is there that the staff all know their role in an emergency.

There is substantial guidance from the government and HSE (England and Wales , Scotland) which should help venues plan their operations.
