A team actually throwing it opver the balcony, which is your back-up, might be the best plan. Some lightweight chain/pipe in the hem so as to tension the fabric to get rid of any creases.That's my solution. Flexible, light if you use plastic conduit at the bottom and very quick. Leave the flag down as much as possible or it may get crumpled. I've found a 1.5m gap between ropes to be effective. Didn't know it was an Austrian blind.
