If you block an exit without the permission of the licence holder and the licensing authority and the fire officer, then you will run into problems, and the worst could be a revokation of licence for the venue.

 

With the informed and considered permission of all the above people then it's obviously OK

 

SO

1/ Ask the licence holder, putting forward some serious justification and some means of achieving the safety of your punters.

 

2/ Risk everything!

 

I know a venue that "forgot" to renew the licence (with Westmnster) so they had to RE-APPLY for a licence to new standards. Rewire, replumb, new kitchen and bar new toilets and disabled access. DON'T tweak your licensing officer too far, it's very expensive.
