Looks like a ceremonial opening for their new counterweight system. Shame is there's a great picture of the mayor being 'flown' by a group of dancers. Methinks they've misunderstood the entire thing - but what the hell......... nice to see someone spending on stage machinery. It also talks of "skilled staff........" so I guess it ain't all bad!
