Try Kent Community Foundation. Give them a call, explain what it is you are trying to achieve and see if they have any grant programs suitable for you. If you'd been a couple of months earlier and your group is children/young people based, you might have had some luck with the Local Network Fund. Unfortunately, that's now being wrapped up by the DCSF. Again, if young people based, the Princes Trust might be one to approach. Also, try contacting Kent CVS who should be able to point you in the direction of grant-making organisations in your area. Lastly, try having a look at Kent Funding Buddies.

Tried Arts Council of England and waiting for them to get back?
Don't hold your breath; if you're not a professional, money loosing company you'll get nothing from them.

Our County council will give money, provided that the local authority give 1/2 what you apply for, and they require that the town council give 1/2 of that. Getting this all in place takes a lot of time and frustration!
