auto standby

So in the school I work at there is a TEAC ar630 as the kind of go to audio input from the computer. for some reason it's not turning on, it is plugged in and the power light comes on to say it's in standby mode and when you try and turn it on fully, the light turns off, the device turns on slightly and then instantly turns off again making a double click noise when it does, not always of the same length.

That.

 

Or, its detecting a short at the output (in the speakers or speaker cable) and is shutting down to protect the amplifier. Hence, I suspect, Shez's question.
