2 36W fluorescents from 1 non-dim?

If the non-dims are relay switched, then no problem at all.

If the non-dims are semiconductor switched, there may be all sorts of problems. Two, 36W fittings may be a bit of an underload, and the leakage through the semiconductors (depending on the type of fluoro) may cause the fluoros to flicker dimly or flash intermittently; if so add a ghost load. If the fluoros are switch start (ie they flicker and flash at startup) there's a chance they could damage the switching element. Proceed with caution.
