Video conference?

Anywhere between Philadelphia (USA) and Toronto (Canada), It's a travelling day on a tour :(

 

In which case there is every possibility that it will be using the 3G wifi router on board the tour bus. Up in that part of the US 3G access can be patchy, certainly as you head into the US / Canadia border region, was the networks each spend time trying to pass the 3G card off to another operator. If it is that, then in my experience the Audio may hold up, but the video would slow the connection down to a crawl if using Skype.

 

I'd be hoping that at the very least your guy is in a hotel and able to use a WiFi connection there if you must go down the Skype route.
