I would guess at grit blasting first with increasingly fine grits, then vapour bead blasting to get a nice surface to start working on, then use an aluminium polishing kit which uses increasing fine polishes and finally buffing soap with a buffing wheel until the requisite mirror finish is achieved. Not unlike polishing the frame of a custom motorbike. Not complicated but labour intensive. The sellers flogging them into the home market also replace the lampholder with a standard BC or ES socket so that an ordinary household lamp can be fitted instead of the theatrical bubble.
