do safety chains now have to be replaced with bond?

There is no 'law' on it as such. Health and Safety inspectors usually use common sense. I've hired things recently from major and very 'safety concious' hire firms that came with chains. I think the 'rule of thumb' is if you are replacing or buying new, then use a bond.
