I can strike and dose lamps the ATT wheel scrolling through as said in the manual (26-100 off 101 - 179 on) My question is do I have to do this or is there 1 single percentage I can do this as a hot key. Usually control channel functions like this look for an instant change from zero (or somewhere in the initial 'safe' range) to a value within the range held for a minimum duration followed by an instant change back to zero again. I can't help you with your particular console but usually these are written as single button macros which perform the three (or perhaps just the last two) with suitable timing. I've often accomplished this function just using a memory/state/submaster on an unused page of memories, with the DMX values (anywhere between 26 and 100, as Nic says) for 'On' and 'Off'. Make sure flash buttons are enabled, then press-and-hold the relevant submaster flash for 'x' seconds. Depends on the desk and how you are operating; if you're using lots of submasters across many pages it might not be appropriate in case you get the wrong one on the wrong page and accidently lamp-off mid show, but if you're using the stack/cue list to run with then its perfectly safe.
