So for many jobs, there is a lower age limit of 16 - theatre being one of them. Strictly speaking work in a theatre below that age requires a children's license. So if the place they will be working is a theatre then 16 it is. However - as a responsible (and legally responsible) employer, you might wish to test their competence - and if they 'pass' - all is well, subject to the obvious things like insurance cover and supervision etc. Places like schools and colleges are not really the workplace, and education has people who responsible for the safety of the people in their care. They could have a sensible approach and allow people to go up ladder at a lower age. Most places cover their backs by making sure they are trained and 'signed off' in some way that could be referred to in case of problems. I guess the definite answer is simply that the age limit imposed by the people who would carry the can if an accident happened. 18 of course is the legal age when people are considered responsible for themselves totally, but plenty of people under this age are allowed to go up ladders - buts it's a local not legislative decision.
