Hard Power is the name given to a supply of power which is not modified by a dimmer, and instead comes directly from some form of Power Distribution. In theory, this should be a perfect sine wave. Moving lights should always be supplied with Hard Power. Hard Power can be seen as the opposite of Dimmed Power.
