class 1 sheet ply requirements

Quick quiz, if sheet ply (3.6mm thick) is covered by a carved poly and then a flame retardent foam coat, is it necessary for the ply to be class 1? (class C is the modern equivalent)

Would it be covered on both sides?

technically, imagine a hollow pillar constructed of 3.6mmply and 2"x1" timber, covered in expanded polystyrene, carved and then completely covered in the foam coat. Only exposed wood would be on the bottom which would be made from 18mm ply.
