Antari low fog - Pump fault

Had an Antari low fogger give up on me. It's not pumping, have replaced the pump and still no life in it. The voltage to the pump when activated is only 20 volts when it should be 230ac, Anybody got any thoughts on how to fix it?

I have no experience of this particular machine but some have an opto-triac to control the pump. This is a six pin DIP with an LED driving a small triac. You should see about 1.2v across the input (usually pins 1 & 2) if it's being switched on. If you've got that and still have mains voltage across the output pins (usually pins 4 & 6) then the device is faulty. BTW pin 5 is often missing.
